Indian off-road tire imports harm U.S. manufacturers

The U.S. International Trade Commission has determined that imports of certain pneumatic off-the-road tires from India are sold at less than fair market value, harming domestic manufacturers of these tires.    The U.S. International Trade Commission (ITC) has determined that imports of certain pneumatic off-the-road tires from India are sold at less than fair market value, harming domestic manufacturers of these tires.
   In addition, the ITC sided with the Commerce Department, which previously determined that both the Indian and Sri Lankan governments subsidize these tire exports.
   As a result of the ITC’s affirmative determinations, Commerce will issue an antidumping duty order on imports of these products from India and countervailing duty orders on imports of these products from India and Sri Lanka.
   However, tire imports that entered the United States from these two countries before June 20, 2016 will not be subject to retroactive countervailing duties, the ITC said.
   The petitioners for the Commerce investigations included Titan Tire Corp. of Iowa; and the United Steel, Paper and Forestry, Rubber, Manufacturing, Energy, Allied Industrial and Service Workers International Union in Pennsylvania.
   In 2014, imports of pneumatic off-the-road tires from India and Sri Lanka were valued at about $167.3 million and $76.8 million, respectively.
