ITC assesses antidumping duties on Chinese hand trucks    The U.S. International Trade Commission has approved the imposition of antidumping duties on imports of Chinese hand-trucks.
   In a 6-0 vote Wednesday, the ITC commissioners made an affirmative final determination that these imports hurt U.S. producers. Dumping is the import of goods at a price below the domestic market or a third-country price or below the cost of production.
   Imposition of antidumping duties still requires final affirmative determinations both from the Commerce Department on dumping and from the ITC on injury.
   In October, the Commerce Department issued its affirmative dumping determination, calculating dumping margins ranging from 24.9 percent to 386.75 percent. A dumping margin represents by how much the fair value price exceeds the dumped price.
   U.S. imports of Chinese hand trucks amounted to $21.4 million in 2003, representing a 27 percent share of the American market.
