ITC finds harm from cold-rolled steel imports

The U.S. International Trade Commission on Wednesday said the domestic steel industry is harmed by undervalued imports of cold-rolled steel flat products from China and Japan.    The U.S. International Trade Commission (ITC) on Wednesday said the domestic steel producers are harmed by imports of cold-rolled steel flat products from China and Japan, which the U.S. Department of Commerce has previously determined are sold in the United States at less than fair value.
   As a result of the ITC’s affirmative determinations, Commerce will now issue a countervailing duty order on imports of these products from China and antidumping duty orders on these imports from China and Japan.
   The ITC also made negative findings with respect to critical circumstances with regard to these imports from China and Japan. As a result, goods that entered the United States from China prior to Dec. 22, 2015 will not be subject to retroactive countervailing duties, and goods that entered the United States from China and Japan prior to March 7, 2016 will not be subject to retroactive antidumping duties.
   The petitioners for the ITC and Commerce investigations included AK Steel Corp. of Ohio, ArcelorMittal USA in Illinois, Nucor Corp. of North Carolina, Steel Dynamics in Indiana, and U.S. Steel Corp. of Pennsylvania.
   In 2015, imports of cold-rolled steel flat products from China and Japan subject to the Commerce investigations were valued at an estimated $272.3 million and $138.6 million, respectively.
