ITC finds injury from uncoated paper imports

The U.S. International Trade Commission on Tuesday determined that domestic industry is harmed by imports of certain uncoated paper from Australia, Brazil, China, Indonesia, and Portugal.    The U.S. International Trade Commission on Tuesday determined that domestic industry is harmed by imports of certain uncoated paper from Australia, Brazil, China, Indonesia, and Portugal that the U.S. Department of Commerce said are sold in the United States at less than fair value and subsidized by the governments of China and Indonesia.
   As a result, the Commerce Department will issue antidumping orders on imports of this product from Australia, Brazil, China, Indonesia and Portugal, in addition to issuing countervailing duty orders on this product from China and Indonesia.
   Dumping occurs when a particular commodity is imported into the United States at below fair market value, while countervailing subsidies are financial incentives offered by foreign governments to their domestic industries to encourage exports made with domestic inputs over the use of imported materials. 
   The uncoated paper highlighted by this investigation is generally used for copy and printer paper, books, instruction manuals, inserts, business forms, flyers, maps, and brochures. 
   The petitioners for the ITC and Commerce Department investigations were the United Steel, Paper and Forestry, Rubber, Manufacturing, Energy, Allied Industrial and Service Workers International Union in Pittsburg; Domtar Corp. of Ft. Mill, S.C.; Finch Paper at Glen Falls, N.Y.; P. H. Glatfelter Co. of York, Pa.; and Packaging Corp. of America in Lake Forest, Ill. Ten U.S. producers of this commodity have plants in Alabama, Arkansas, Kentucky, Louisiana, Minnesota, New York, Ohio, Pennsylvania, South Carolina, Tennessee, Washington, and Wisconsin.
   The United States consumed $4.5 billion of uncoated paper in 2014, of which 19.5 percent by value was imports.
