MARAD ADVISORY COUNCIL MEETING SET FOR MAY 12-13    The U.S. Maritime Administration said Wednesday the Marine Transportation System National Advisory Council would meet May 12-13 to discuss short-sea shipping, marine transportation infrastructure and other issues.
   The council is an independent body formed to assist the Secretary of Transportation.
   The two-day session will be held at the Hotel Monaco in Washington.
   A public comment period is scheduled from 9 a.m. to 10 a.m. on May 13. Speaking time for each individual will be limited to three minutes. Copies of oral comments must be submitted by May 5 to Raymond Barberesi at MarAd. Commenters will be placed on the agenda in the order in which notifications are received.
