McHale leaves TSA    Stephen McHale, deputy administrator of the Transportation Security Administration, said he will retirement at the end of July.
   He has served in his current post since January 2002 with responsibility for overseeing the federalization of airport security and the transition of the agency from the Department of Transportation to the new Department of Homeland Security.
   McHale's decision leaves the agency's top two spots in the hands of temporary replacements. Rear Adm. David Stone has been serving as acting TSA administrator since his predecessor, Adm. James Loy, was promoted in December to deputy secretary of Homeland Security. His nomination to head the agency was unanimously approved by the Senate Governmental Affairs Committee July 6 and awaits full Senate action.
   Carol DiBattiste, chief of staff, will assume McHale's duties as acting deputy administrator, upon his departure.
