McNamara steps down at National Cargo Bureau

   James J. McNamara, president of the National Cargo Bureau, steps down from the cargo survey organization today after nearly 40 years with the organization.
   McNamara, who joined the bureau in 1970 from the liner carrier States Marine, served at various ports around the country before becoming NCB president in 1993.
   Ian Lennard, vice president, general counsel and corporate secretary will succeed McNamara. Lennard joined the bureau 13 years ago from Zim Line.
   McNamara is chairman of the Maritime Museum at Ft. Schuyler, the Maritime College of the State University of New York, and he plans to continue to pursue his lifelong interest in maritime history.
