N.Y.-N.J. port authorizes new terminal lease
   The Port Authority of New York and New Jersey board of commissioners Thursday authorized a new lease with FAPS Inc. for the 104-acre automobile terminal at Port Newark through 2019.
   The lease covers continued operation of a vehicle processing facility, as well as an agreement to use and operate a 15-acre rail terminal adjacent to its leasehold.
   At its monthly meeting Thursday, the board also authorized agreements with public and private entities to provide for:
   ' Demolition and replacement of two navigation range towers. The towers must be relocated to accommodate navigational requirements in the Port Jersey channel, as part of the 50-foot harbor deepening project.
   ' Implementing protective measures for a Passaic Valley Sewerage Commissioners outfall tunnel, required to accommodate wharf and berth improvements at the Port Jersey Port Authority Marine Terminal.
   The board also authorized $2 million in planning work for expanding Stewart International Airport's terminal to provide a multifunctional facility to process international passengers and allow for increased domestic passenger activity.
   The board also authorized a two-year air service development incentive program to entice passenger airlines and charter tour operators to initiate non-stop service to new markets from the airport. The agency took over Stewart, which is in Orange County in the Hudson Valley, three years ago.
