   Homeland Security Secretary Janet Napolitano has appointed Juliette Kayyem as assistant secretary for intergovernmental programs.
   She will be responsible for coordinating Department of Homeland Security initiatives with state, local and tribal governments.
   Kayyem became the first undersecretary for homeland security in Massachusetts two years ago under the administration of Gov. Deval Patrick.
   As undersecretary, Kayyem was responsible for developing statewide policy for preventing, protecting, responding and recovering from disasters. Her prior experience was as a lecturer on homeland and national security issues at Harvard University. She also worked in the Justice Department during the Clinton administration and served on the National Commission on Terrorism, which highlighted in early summer 2001 major gaps in planning and preparation for a terrorist attack.
   President Barack Obama also announced he plans to nominate Craig Fugate to be director of the Federal Emergency Management Agency within DHS. Fugate previously ran the Florida Division of Emergency Management.
