NEOPOST PROMOTES WEBER, KUCHTA, PIETZ AND WISSLER    Neopost, based in Hayward, Calif., a provider of mailing, document-handling and logistics systems, has promoted Jean Weber to vice president of technical operations, Tony Kuchta to vice president of sales operations, Steve Pietz as vice president of marketing, and Barbara Wissler as vice president of Neopost Logistics Systems.
   Weber was vice president in charge of Neopost Logistics Systems and business line director of shipping systems for the Neopost Group.
   Kuchta, was vice president of Neopost’s document handling division. Pietz has been Neopost’s national marketing manager since 1995. Wissler has been vice president of e-commerce.
   All report directly to Anthony Adkins, chief executive officer of Neopost.
