New Cambridge Systematics freight transport leader    Cambridge Systematics has appointed James Brogan to head of its freight transportation business line.
   Brogan is a principal of CS and has been with the firm for more than 10 years. Most recently he served as CS's office director in Austin, Texas, and as a regional manager of the firm's freight transportation business in the western United States.
   He specializes in statewide and metropolitan freight planning and operations and has helped state departments of transportation, metropolitan planning organizations, and regional coalitions across the country to incorporate and address freight issues more effectively within their broader transportation planning and investment activities.
   In his new role, Brogan will oversee the largest team of multimodal freight planners, researchers, and technology specialists in North America in addressing the freight issues of existing clients while leading CS' expansion into international freight markets.
   Brogan has led a number of high-profile national and statewide research efforts. Currently, he is directing the policy research contract with the Texas Department of Transportation, through which he recently led efforts to determine the impacts of the Panama Canal expansion on the Texas transportation system.
   He is the principal investigator for the National Cooperative Freight Research Program (NCFRP) Project 5 ' 'Framework and Tools for Estimating Benefits of Specific Freight Investment Needs,' and was the principal investigator for the National Cooperative Highway Research Program (NCHRP) Project 8-53 ' 'Integrating Freight into Transportation Planning and Project Selection Processes.' He manages the El Paso Ports of Entry Operations Plan, a multimillion-dollar effort to develop operational, financing, and policy recommendations to improve cross-border mobility in the El Paso/Juarez region.
   Prior to joining CS, Brogan was a Coast Guard officer, serving on both afloat and shore units.
