The Port said it has decided to construct a new refrigerated terminal because the impending closure of the Mississippi River Gulf Outlet would compromise waterborne access to its existing refrigerated cargo terminal at Jourdan Road.
The Gov. Nicholls Street Wharf is currently used to handle cargo overflow.
