New York-New Jersey port authority director to retire

New York-New Jersey port authority director to retire    Joseph J. Seymour, executive director of the Port Authority of New York and New Jersey, said he'll retire in two months.
   Seymour has been involved in developing a master plan for Ground Zero, building a temporary PATH terminal at the site of the World Trade Center and overseeing the design of a permanent terminal by architect Santiago Calatrava, as well as negotiating a new lease with New York City for Kennedy International and La Guardia airports.
   Possible successors include Timothy S. Carey, president and chief executive officer of the Battery Park City Authority, and Kevin M. Rampe, president of the Lower Manhattan Development Corp. The position of executive director pays $231,000 a year.
   Appointed in 2002, Seymour said, 'I've been trying to do this for some time, but there were so many issues we had to take care of. I'm 57. Fifty-five is the magic number for public service.'
