New York, New Jersey shippers settle export charges    Chryon Corp. of Melville, N.Y., agreed to pay a $15,300 civil penalty to the U.S. Commerce Department for violating the country’s export licensing regulations.
   The department’s Bureau of Industry and Security (BIS) alleged that Chryon knowingly shipped an animation system to the Indian Space Research Organization Space Applications Center in Ahmedabad, India, in violation of the Export Administration Regulations.
   The Indian firm was listed on the agency’s Entity List, and exports to that firm required prior authorization. In addition, Chryon misrepresented the shipment on its shipper’s export declaration filed to the government.
   New Brunswick Scientific Co. of Edison, N.J., agreed to pay the Commerce Department a $51,000 civil penalty to settle charges that it exported various types of laboratory equipment to India, Taiwan and Israel in violation of the Export Administration Regulations.
   BIS alleged that on seven occasions between March 13, 1999, and Aug. 24, 2001, New Brunswick Scientific Co. shipped equipment to India, Taiwan and Israel without proper export control documents. Two of the Indian recipients were also on the agency’s Entity List.
   BIS’s Entity List includes names of overseas firms that present “an unacceptable risk” of using U.S.-made products in weapons programs.
