NTSB investigates rail-car rupture in West Virginia

The National Transportation Safety Board launched a team to investigate the breach of a rail tank-car and the subsequent release of 17,000 gallons of chlorine Saturday at a facility in New Martinsville, W. Va.
   The tank car is owned by Axiall Corp.
   NTSB investigators are examining the tank-car, gathering relevant documents, interviewing personnel involved in loading, reviewing tank-car loading procedures, identifying materials to be removed for metallurgical examination and preparing to ship the fractured section of the conveyance to the NTSB headquarters in Washington.
