Oakland port board re-elects president, names new officers Members of the Port of Oakland governing body last week re-elected Commissioner Anthony A. Batarse Jr. to serve another year as president of the seven-member policy-setting board.
   Commissioner Mark McClure was elected to serve as first vice president and Commissioner Darlene Ayers-Johnson will serve as second vice president.
   The commissioners, nominated by the city's mayor and appointed by the City Council, oversee the use of and income from port properties. Required to be residents of Oakland, each serves staggered four-year terms without compensation.
   The Port of Oakland is an independent department of the city and manages the seaport, the Oakland International Airport and 19 miles of city waterfront. The Oakland seaport is the fourth-busiest U.S. container port and the third-busiest on the West Coast.
