ObamaÆs infrastructure proposal excludes waterways    The inland waterways industry was left high and dry in President Obama's announcement Monday that he will ask Congress to approve a more than $50 billion long-term spending plan for roads, railways and runways.
   In a statement on Thursday, Cornel Martin, president and chief executive officer for the Waterways Council, said the industry was 'disappointed and puzzled' by the Obama administration's omission of inland waterways from the infrastructure development plan.
   'Our inland waterways not only support people who work on our rivers, but workers in our agricultural community and the many industries who rely on our waterways for affordable transportation of their goods, both domestically and for world markets,' he said. 'To not include and dismiss our nation's most environmentally sound, energy efficient and congestion-relieving mode of transportation, when its lock and dam infrastructure consistently earns a 'D’ grade, is unreasonable and unacceptable.'
