OMB approves new FMC form on NVO contracts    The U.S. Federal Maritime Commission yesterday obtained the approval of the Office of Management and Budget for its proposed Form FMC-78 on the registration of the new “NVOCC Service Arrangement” between non-vessel-operating common carriers and shippers.
   “NVOCCs wishing to obtain log-on IDs and passwords to enable them to file into the commission’s automated system may begin the registration process,” the FMC said Tuesday.
   Form FMC-78 and its instructions, indicating the OMB control number, are available online at https://www.fmc.gov/Dockets/NR%2004-15%20OMB%20Approval%20of%20Form%2078.htm . Registrants may also send their registration form by fax to the commission’s Bureau of Trade Analysis at (202) 523-5867.
   At a meeting Oct. 27, the FMC voted to issue a notice of proposed rulemaking to permit NVOCCs to offer NVOCC service arrangements, or individually negotiated contracts between NVOCCs and their shipper customers. The contracts must be filed with the FMC.
   NVOCCs that want to enter into such arrangements will need to obtain a log-on identification number (log-on ID) and a password to obtain access to the FMC’s internet-based “SERVCON” system to file their NVOCC service arrangements.
   The commission said it intends to issue log-on IDs and passwords to interested NVOCCs prior to issuance of the final rule so that, in the event the rule becomes effective as intended, those NVOCCs with log-on IDs and passwords will be able to file NVOCC service arrangements immediately.
