POLAR AIR CARGO STARTS CHARTER SERVICE    Polar Air Cargo, the Long Beach, Calif.-based all-cargo airline, has formed PAC Charter services, a separate unit that will provide charter and lease operations using the airline's fleet of 747 freighters.
   The new unit will provide aircraft leases and full-service plane load charters to the forwarding community.
   Lynn Stauffer, a 28-year airline veteran, will head the new unit, which will also be located in Long Beach.
   Polar has a fleet of 15 747 freighters and will take delivery of the first of up to five new 747-400 freighters in October.
