PORT OF JACKSONVILLE COMPLETES FIRST PHASE OF DREDGING    The port of Jacksonville said the first phase of its harbor-deepening project has been completed, deepening the two-mile west channel of the Blount Island Marine Terminal to 38 feet, from 30 feet.
   The Great Lakes Dredge and Dock Co. Inc. completed the project in about 90 days, under a contract with the U.S. Army Corps of Engineers.
   The second phase of the project, which begins later this month, will deepen about 14 miles of the main federal channel to 40 feet, from 38 feet, from near Mayport to about one mile west of the Jacksonville Port Authority's Dames Point Marine Terminal, west of Blount Island. The project is scheduled for completion in late 2003.
