Port of L.A.: Emissions down 27% since Æ05    The Port of Los Angeles this week said diesel particulate matter emissions from port operations declined 31 percent from 2005 to 2008, while overall emissions have decreased 27 percent.
   The port, with the neighboring Port of Long Beach, established 2005 as the baseline year for measuring port-related emissions as part of its San Pedro Bay Ports Clean Air Action Plan.
   'During the three-year reporting period since the 2005 CAAP baseline emissions inventory, overall emissions have declined by nearly 27 percent, which can be attributed to the implementation of a series of pollution-reduction measures by the port and its industry stakeholders,' the port said. 'From 2007 to 2008, there was an average 14 percent decrease in all primary pollutants and port-related operations accounted for 7 percent of (diesel particulate matter) emissions in the South Coast Air Basin in 2008, a 2 percent reduction from 2007. Emission reductions were achieved in all five major source categories: ocean-going vessels, harbor craft, cargo-handling equipment, rail and heavy-duty vehicles.'
   It should be noted that volume through Los Angeles declined 7 percent from 2007 to 2008.
   The port said that since its Clean Truck Program was implemented on Oct. 1, 2008, the weighted average age of the port’s truck fleet decreased from 12.2 years to 6.5 years — a significant change and reduction in emissions.
   “It’s gratifying to see significant emissions reductions in all areas of port-related operations,” said Geraldine Knatz, Port of Los Angeles executive director. “This continuing trend in annual emissions decline shows that our Clean Air Action Plan and other port initiatives are enabling us to curb emissions, get projects approved and build or modernize our cargo facilities for future growth.'
