Port of Long Beach releases LNG environmental document    The Port of Long Beach Monday released its draft environmental impact report for a controversial liquefied natural gas import terminal planned on port land.
   The 27-acre terminal, being jointly developed by Mitsubishi and ConocoPhillips, could provide for as much as 10 percent of California natural gas needs.
   But activists have called the proposed site unsuitable. The LNG terminal would sit a few hundred feet from Total Terminals International, the biggest and busiest container terminal in the port. Public safety officials have said the potential of disruption of port activities could make the LNG facility a significant terrorist target.
   The port, which owns the land and still must decide whether to lease the property to Mitsubishi and ConocoPhillips, said in a statement that it would hold four public scoping sessions in November and December to ensure all community concerns are covered.
