PORT OF LONG BEACH STARTS PROGRAM TO REDUCE EMISSIONS    The Port of Long Beach has begun a $4.7 million project to curtail emissions from diesel engines on vehicles serving the port, including any cargo-handling equipment in tenant-owned facilities.
   Alternative-fuel vehicles and devices such as catalytic converters installed on tenant-owned yard tractors could cut emissions at the port by 30 percent.
   To fund the program, the Long Beach Board of Harbor Commissioners and a group called the Council of Governments, representing 27 cities in southeast Los Angeles County, will receive a total of $2 million in grants from the California Air Resources Board after providing $1 million each in matching funds.
