The German vessel “Excelsior” was attempting to turn around after losing some of its freight when it tilted and more containers went overboard, Markus Lehmacher, a spokesman for Cologne’s Water and Shipping Agency told Bloomberg. Of the 31 containers, 17 have been found and secured; 14 are still missing, including one with five liters of acid liquid, he said.
