ROWLAND APPOINTED FHWA CHIEF COUNSEL
The U.S. Transportation Department’s Federal Highway Administration has appointed James A. Rowland to chief counsel.
Rowland was minority chief counsel on the Senate Judiciary Committee’s Subcommittee on Immigration. Before that, he was legislative counsel to Sen. Sam Brownback, R-Kan., where he handled transportation issues during the senator’s tenure with the Commerce, Science and Transportation Committee.
