RSPA DELAYS FINAL ACTION ON PROPOSED RULEMAKING    The Research and Special Programs Administration of the U.S. Department of Transportation said it is delaying final action on a proposed rule, which would temporarily lower registration fees paid by persons who transport, or offer for transport, certain categories of hazardous materials.
   The recent delay of action also postpones guidelines determining who would be a not-for-profit organization, or a small business, and what fees would apply to such parties.
   “Consistent with the president’s fiscal year 2003 budget request to Congress, RSPA is further delaying final action on these proposals, pending enactment of the fiscal 2003 Department of Transportation appropriations,” the RSPA said.
   The RSPA said that, under the existing regulations, for registration in the year 2002-2003 (beginning July 1), the registration fees would remain $300 for small businesses, and $2,000 for all other registrants who offer such services. The registration fees for both small businesses and other registrants will also include an additional $25 processing fee.
   The recent delay of action is applicable to a notice of proposed rulemaking, as published in the Federal Register, Dec. 7, 2000.
