Schwarzenegger pushing through California goods movement plan    A state plan to build infrastructure to accommodate goods movement through California and tap into potential pools of jobs while also reducing pollution from trade-inspired transportation could be completed by December, the Los Angeles Times reported Monday.
   The newspaper said the state's Business, Transportation and Housing Agency, prodded by Gov. Arnold Schwarzenegger, will seek infrastructure improvement of more than $47 billion to smooth the flow of Asian goods through the state.
   The plan, the Time reported, is being lauded by business leaders, but criticized by Southern California air regulators and environmental groups, who said the plan will likely not sufficiently address growing pollution levels from increasing throughput at the ports of Long Beach and Los Angeles.
   Public meetings on the plan are being held this week at the state EPA headquarters in Sacramento.
