Schwarzenegger said to be planning massive bond program    California Gov. Arnold Schwarzenegger is pondering a bond issue in the $50 billion to $100 billion range to fund a set of massive public works programs to helping the state's flagging infrastructure, the Los Angeles Times reported this week.
   A hefty chunk of that bond money would likely be devoted to freight movement issues, a topic high on the governor's priorities of issues to resolve. He's spent the past week in China promoting trade ties between the Asian country and his state.
   The measure, when introduced, is likely to dwarf the $15 billion bond issue passed by Californians in 2004, though Schwarzenegger has yet to commit to a specific amount. He's expected to release the framework of the bond measure in January.
