Seminar to explore new FMC, FDA rules    The New York-New Jersey Foreign Freight Forwarders and Brokers Association will hold a seminar on April 27 to explore new regulations by the Federal Maritime Commission and Food and Drug Administration.
   The seminar, at the Newark Club in Newark, N.J., will have two concurrent sessions from 10 a.m. to noon followed by a luncheon.
   One session will focus on the FDA and the Food Safety Modernization Act, and will feature a presentation by Camille Monde, director, import operations for the FDA’s New York District.

Rodriguez

   The second will feature practical legal analysis by attorney Carlos Rodriguez of negotiated rate arrangements (NRAs). A new FMC regulation went into effect April 18 permitting non-vessel-operating common carriers through NRAs to take advantage of an exemption from the tariff rate publication requirements of the Shipping Act and the FMC's regulations.
   Gary Kardian, FMC director of the Office of Service Contracts and Tariffs will also speak and there will be a panel discussion about NRAs.
