   Phoenix International Freight Services has appointed Mike Short to the new position of vice president of North America.
   Short joined the Wood Dale, Ill.-based freight forwarder and customs broker in 1999 as the St. Louis branch sales manager.
   Stephane Rambaud, president and chief executive officer of Phoenix, credited Short for turning St. Louis into the company's second-largest producing branch by 2001. 'In his new position, Mike will use his proven expertise to further the continued growth of Phoenix's 24 U.S. offices,' Rambaud said in a statement.
   Privately owned Phoenix has 1,900 employees in 73 offices, with sales exceeding $733 million.
