Sinkoff, Castleberry newest Oakland port executives The Port of Oakland has announced appointments to fill two top executive positions.
   Richard Sinkoff, the port's acting director of environmental programs and planning, will take over the position on a permanent basis effective May 21. A 16-year veteran with the port, Sinkoff was approved for the appointment by the port board last week. The position was created by the seven-member port board in January.
   Diann Castleberry, a 10-year veteran of the port and the current port community and customer relations manager, will also begin a new position at the port on May 21. Last week, the port board appointed Castleberry to the position of director of social responsibility.
   She will replace Bernida Reagan, who resigned from the position earlier this year after more than six years on the job. The board created the position, which oversees outreach to the community regarding port-related employment and business opportunities, in February 2002.
