Southern California ports approve clean air plan    The governing boards of the ports of Los Angeles and Long Beach voted Monday to approve a landmark plan to reduce air pollution from goods movement activities at North America's busiest port complex.
   The San Pedro Bay Ports Clean Air Action Plan is designed to drastically cut emissions from diesel engines over the next five years. Measures in the plan include:
   * A truck replacement program to phase out all 'dirty' diesel trucks from the ports in five years, replaced with a new generation of clean or retrofitted vehicles and driven by people who earn at least the prevailing wage.
   * Recommendations to eliminate emissions of ultra-fine particulates.
   * A technology advancement program to reduce greenhouse gases.
