State breaks down $40 million in port security grants California officials Thursday announced that Southern California ports will receive the lion's share of $40 million in state bond money allocated for port security this year.
   Announced by the state Office of Homeland Security in joint Northern and Southern California press conferences, the ports of Long Beach, Los Angeles, Hueneme and San Diego will receive $23.6 million, or 59 percent of the total allocated for this year.
   Seven Northern California ports, including Oakland, San Francisco, Richmond and Redwood City in the Bay Area, Humbolt Harbor, and the inland Delta Valley ports of Stockton and Sacramento, would split the remaining $16.4 million, according to the OHS allocations.
   The funds come from an annual port security allotment of the overall $20 billion in transportation improvement fund bonds approved by voters in 2006 as Proposition 1b. Under the proposition, $3.1 billion of the bond money was earmarked for port-related projects through the California Ports Infrastructure, Security, and Air Quality Improvement Act. The port bond money is managed and distributed through the state's annual budget by the California Transportation Commission.
   The funds are in addition to $171 million in federal Department of Homeland Security Grants Funding headed to California's ports this year.
   The exact amounts being received by 11 California ports from this year's $40 million allocation in Prop 1b port security funds are:
   ' Los Angeles, $10.1 million.
   ' Long Beach, $8.4 million.
   ' Stockton, $4.2 million.
   ' Oakland, $3.8 million.
   ' Richmond, $3.4 million.
   ' San Francisco, $3.1 million.
   ' San Diego, $2.6 million.
   ' Hueneme, $2.5 million.
   ' Sacramento, $1 million.
   ' Humboldt Harbor, $586,500.
   ' Redwood City, $451,480.
