TAILWIND MOVES U.S. SPY PLANE FROM CHINA    Tailwind International, a Dallas-based air charter broker, handled the movement of the U.S. surveillance plane from China to Dobbins AFB in Marietta, Ga.
   Tailwind arranged the charter of an Antonov AN-124, positioned the aircraft in China, flew U.S. technicians to China to disassemble the plane, handled all of the necessary government approvals and permits and management the transportation through to off-loading at Dobbins.
