Isaacs, until recently managing partner in the New York law firm of Tompkins & Davidson LLP, last summer also relinquished his duties as general counsel for the NCBFAA. He broke his hip in a fall several weeks ago and had been fighting cancer for the past five years.
Isaacs graduated from Baruch College and New York University Law School. He served in the Navy.
Isaacs was a trial attorney with the U.S. Department of Justice, Civil Division, Customs Law Section, before entering private practice in 1965. He has served as president of the Customs and International Trade Bar Association and chairman of the ABA Standing Committee on Customs Law.
In addition to managing Tompkins & Davidson since its founding in 1998, he helped run Siegel, Mandell & Davidson, P.C. He also served as general counsel to the Northern Border Customs Brokers Association.
Isaacs played a large role in helping the U.S. Customs Service modernize its processes for clearing imports.
He was also a member of the Treasury Department's Advisory Committee on Commercial Operations of the U.S. Customs Service and a representative on the Customs Service Mod Act Implementation Committee.
Isaacs is survived by his wife Florence and sons Jonathan and Andrew.
Services will be held Thursday at 12:45 p.m. at Riverside Memorial Chapel, located at 180 West 76th St., New York.
In lieu of flowers, the family requests donations in Harvey's name to the Crohn's & Colitis Foundation of America in New York.
