TRANSCOM offers NGOs relief cargo help    The U.S. Defense Department's Transportation Command offered instructions Tuesday on its Web site to more efficiently assist non-governmental or nonprofit organizations seeking air and ocean transport for humanitarian supplies and relief personnel.
   'How Do I Get Lift?' is an interactive presentation that guides NGOs through the process of acquiring qualified military-provided transportation for cargo and people.
   TRANSCOM said it has received numerous requests from NGOs since the earthquake in Haiti for a 'simple way to navigate through complex U.S. military rules regulating the movement of cargo and passengers.'
   'The presentation meets a need in the national humanitarian relief community,' said Lance Carpenter, chief of TRANSCOM's Joint Interagency Communications Group, in a statement. 'It will help NGOs more easily and quickly identify qualifying opportunities to move relief supplies and personnel into places like Haiti.'
   In addition to managing the international logistics of military cargoes, TRANSCOM provides transportation for U.S. government relief efforts throughout the world. The command has established a humanitarian relief supply chain to Haiti through Operation United Response.
