TSA TAKES OVER CALCULATIONS OF JAPANESE SURCHARGES

   The Transpacific Stabilization Agreement has taken over the role of
calculating currency and fuel adjustment factors in the Japan/U.S. trade.
   The calculations were previously done by the Japan-U.S.
Eastbound Freight Conference, a transpacific conference agreement that was suspended in
August.
   The TSA works out the currency and fuel charges using the same formula as
before, a spokesman for the agreement said.
   However, TSA has no authority to make binding decisions on the charges. It
reports the calculations and proposed charges to member lines which, in turn, choose on a
voluntary basis whether to implement those recommendations.
