While the TWIC rule became effective on Monday, the TSA issued a statement that said: “Given the importance and privacy requirements of the IT security system, it will be put through rigorous testing. After that is complete, enrollments are expected to be underway later in the spring.”
In addition to making sure the data of workers is protected, TSA is testing the system to make sure that it is able to handle the volume of workers who will have to be issued cards.
The current testing only involves gathering data of workers and issuing cards — prototype readers for the cards will not be tested until later this year.
The TWIC system prototype was developed by BearingPoint, but a $70 million, five-year contract to implement the system was awarded to Lockheed Martin in February.
Wilmington was supposed to be the first port to begin enrollment, with others, including the Port of New York and New Jersey, to follow soon thereafter.
