TWIC cards: 25% have begun application process    Just one in four people the U.S. Department of Homeland Security estimates will need a Transportation Worker Identification Credential or TWIC card have started the enrollment process.
   The most recent edition of the DHS’s TWIC Dashboard said 190,447 individuals had pre-enrolled and 120,148 had completed the enrollment process for TWIC cards as of Feb. 27.
   The department has said it anticipates more than 750,000 workers, including longshoremen, truckers, port employees and others, will be required to obtain a TWIC card.
   A total of 45,309 TWIC cards have been printed and 24,173 have been activated. Initial disqualification letters were issued to 2,033 individuals. Appeals were requested in 952 cases, of which 705 were granted. Waivers were requested in 61 cases, of which eight were granted.
