The sea service on Aug. 28 published a proposal that would require commercial vessels to install and operate special equipment to treat ballast water before it is discharged into a waterway.
The meetings will take place Tuesday in Oakland (Hilton Oakland Airport) and on Thursday in New York (Marriot New York Downtown).
