U.S. hand truck maker praises Commerce Department decision    The U.S. Commerce Department has issued its final determination that Chinese hand truck manufacturers have engaged in dumping by selling their hand trucks on the American market at less-than-fair-value prices.
   The Commerce Department decision subjects Chinese hand truck imports to antidumping duties ranging from about 25 percent to 400 percent.
   The ruling comes as a response to a petition filed by the Gleason Group of Cos., based in Los Angeles, which was supported by several other U.S. hand truck makers.
   “This is a significant victory for all U.S. manufacturers faced with unfair import competition from China,” said Gleason’s chief executive officer Howard L. Simon in a statement.
   The U.S. hand truck industry now awaits the U.S. International Trade Commission’s final determination as to whether the dumped Chinese hand truck imports cause significant harm to the industry. The ITC’s decision is due in mid to late November. If an affirmative determination of injury is issued, duties will remain in effect for a minimum of five years.
