Dumping occurs when an overseas company sells a product in the United States at less than fair market value, while countervailable subsidies are given by foreign governments to specific domestic industries and often contingent on these companies’ export performance.
The petitioners for these Commerce investigations are Titan Tire Corp. of Des Moines, Iowa; and the United Steel, Paper and Forestry, Rubber, Manufacturing, Energy, Allied Industrial and Service Workers International Union in Pittsburgh.
For the purposes of these investigations, off-the-road tires are those used in industries such as mining, agriculture and construction, where the vehicles don’t operate on the road.
The U.S. International Trade Commission is scheduled to make its preliminary injury determinations regarding these investigations by Feb. 22. If the ITC determines that there is a “reasonable indication” that these imports from China, India and Sri Lanka harm the domestic off-the-road tire industry, then the investigations will continue, and Commerce will be scheduled to make its preliminary countervailing duty determinations in April and its preliminary antidumping determinations in June. If the ITC’s preliminary determinations are negative, the investigations will be terminated.
