Commerce determined that Chinese and Mexican exporters have sold copper pipe and tube in the United States at margins ranging from 11.25 percent to 60.85 percent, and 24.89 percent to 31.43 percent, respectively.
In the China investigation, Golden Dragon Precise Copper Tube Group and Zhejiang Hailiang Co., Hong Kong Hailiang Metal Trading Ltd. and Shanghai Hailiang Copper Co. received a final calculated dumping rate of 11.25 percent and 60.85 percent, respectively.
Five exporters, qualified for a separate dumping rate of 36.05 percent. All other Chinese exporters received the final China-wide dumping rate of 60.85 percent.

As a result of these affirmative final determinations, Commerce will instruct Customs and Border Protection to collect a cash deposit or bond based on the final rates.
The U.S. petitioners for these investigations are Cerro Flow Products, Kobe Wieland Copper Products, Mueller Copper Tube Products, and Mueller Copper Tube Co.
The products subject to these investigations are classifiable under U.S. Harmonized Tariff Schedule subheadings 7411.10.1030 and 7411.10.1090. Products subject to these investigations may also enter under subheadings 7407.10.1500, 7419.99.5050, 8415.90.8065, and 8415.90.8085.

The International Trade Commission (ITC) is expected to make its final determinations in these investigations by Nov. 8.
If the ITC affirms that imports of copper pipe and tube from China and Mexico materially injure, or threaten to injure, the domestic industry, Commerce will issue antidumping orders. Otherwise these investigations will be terminated.
