UPS buys 100 all-electric vehicles    UPS is purchasing 100 all-electric delivery vehicles for its California fleet because the technology has advanced to the point that it can be successfully operated in short-distance applications, the company said Thursday.
   The world's largest package courier will replace older diesel trucks with vehicles from Electric Vehicles International of Stockton, Calif. The purchase represents the largest single deployment of zero-emissions delivery vehicles in the state, which has the nation's toughest emissions regulations.
   UPS, which also is using hybrid electric vehicles in some cities, said the new trucks have a 90-mile range and eliminate 126,000 gallons of fuel use per year. The Atlanta-based company has 28 all-electric vehicles in service in New York and Europe. Overall, it operates more than 2,200 alternative energy vehicles.
   The electric vehicles are well suited for urban routes.
