Vancouver, Wash. port restarts United Harvest grain terminal    The Port of Vancouver in Washington has resumed its handling of wheat exports from the United Harvest grain elevator.
   The elevator, one of largest on the U.S. West Coast, was shut down for repairs since May when it suffered a dust explosion. The elevator suffered about $5 million in damages.
   The United Harvest grain elevator handles 16 percent of the annual U.S. wheat exports, which supply more than 40 countries.
   The Port of Vancouver estimates that 26,000 railcars deliver wheat to United Harvest annually, with an additional 3,300 cars bringing grain to the adjacent Great Western Malting facility. These operations account for 75 percent of the rail traffic to the port.
   Port officials said they plan to expand rail capacity to serve the outbound grain business.
