FMCSA suspends USDOT deactivations for missed biennial updates during MOTUS rollout

The Federal Motor Carrier Safety Administration has temporarily suspended enforcement of its biennial update requirement. FMCSA also stopped inactivating USDOT numbers when registrants miss those filings. The relief covers deadlines falling on or after June 1, 2026. It will remain in place until further notice.

FMCSA introduced the change while registrants transition to its new MOTUS system. The agency launched that platform May 19. Officials want to reduce service disruptions during the migration. A September notice outlined what carriers should expect.

Carriers receive additional time

Businesses covered by the relief do not need to submit overdue biennial updates immediately. Their USDOT numbers will remain active despite missed deadlines. FMCSA has not announced when enforcement will resume. The agency will provide advance warning before restarting those actions.

“Registrants whose biennial update was due on or after June 1, 2026, will receive additional time,” the notice states. That language does not permanently eliminate the filing requirement. Instead, it pauses federal enforcement during the system transition. Companies should continue monitoring official registration alerts for another announcement.

Federal regulations normally require covered entities to update their registration information every two years. That obligation applies even when company details have not changed. The process keeps fleet, mileage, driver and business records current. MOTUS now handles those federal registration services.

Intrastate carriers face different rules

The notice also addresses companies that operate only within one state. MOTUS no longer offers a federal biennial filing option for intrastate carriers. Those businesses do not fall under the federal requirement. However, individual states may impose recurring record updates.

The platform still allows intrastate operators to revise mileage, power units and driver totals. FMCSA also plans to display each carrier’s most recent submission date. State agencies can use that information to evaluate compliance. Requirements may vary depending on where a company operates.

Why it matters

A missed biennial update normally risks USDOT number inactivation and operational disruption. This pause gives affected carriers more time while FMCSA completes the MOTUS transition.
