Why the Customs Broker Exam Fails

I agree these were the top complaints from test takers for the latest exam. I would question how much of the impact this accounts for. The pass rate has been very low for years. I took the exam in 2000 and did not experience this test environment but the pass rate was still very low.

I think that this should be one of the toughest exams to pass. Quite frankly, the requirement on customs brokers is growing more and more regimented and unlike our Legal and Financial brethren (see above pass rates). We are held not only fiscally responsible but criminally responsible as well. We are asked to be not only Jr. Attorneys, and Accounting journeymen, we are also asked to be responsible to the federal government for consulting clients, informing the government of wrongdoing, and now possibly assessing smaller importers viability for C-TPAT and other government programs. Would you want someone who is not fully vetted to be able to do these things? Frankly I support a tough pass rate, in fact I wish the pass rate were about 93% so we can keep good knowledgeable brokers in positions to not only walk the tightrope of government/importer requirements, but also maintain a standard that has been set for over 100 years.
