Europe to pass regulation on vessel emissions reporting

Ocean carriers will have until 2018 to develop systems to monitor each ship’s emissions.

   The European Council has reached a preliminary agreement on monitoring and reporting ocean vessel emissions in the European Union.
   If passed, the new rules would go into effect on July 1, but ocean carriers will have until 2018 to develop systems to monitor each ship’s emissions.
   The EU will publish an annual guide using the information that explores energy efficiency by ship size and type, activity, and other measures.
   Officials say the new rules will allow regulators to better track the energy efficiency of ships and map fuel consumption. This new information will allow parties to track the overall performance of ships.
   “The new mechanism for monitoring reporting and verification of CO2 emission from ships is a building block towards the implementation of the 2030 framework. At the same time, it is a contribution to the international negotiations at the International Maritime Organization, aimed at a global monitoring, reporting and verification system,” according to a commission press release.
