Mariner Logistics recently named Justin Turner chief executive officer, handing the integrated, asset-backed 4PL to an executive who spent the past decade scaling brokerages and freight technology companies.
The new Mariner Logistics CEO takes over a Coppell, Texas, operation that runs trucks, warehouses, managed transportation and its own technology stack under one roof, serving manufacturing, aerospace and defense customers along with a growing book of data center freight.
“Mariner has built something rare in this industry: an asset-backed 4PL with a real infrastructure, real warehouses, and the verification and visibility technology shippers now demand,” Turner said.
From Coyote Dispatcher to Mariner Logistics CEO
Turner’s early days started in the trenches of a freight brokerage floor. “I was an early employee at Coyote and started as a dispatcher, tracking and tracing shipments every day,” he said in an interview with FreightWaves.
Seven years at Coyote Logistics included a central leadership role through the company’s $1.8 billion acquisition by UPS. He moved to GlobalTranz as vice president of sales, then led sales and customer success at Atlanta-based STORD. As chief revenue officer at Flock Freight, he helped scale revenue from roughly $10 million to more than $500 million while the company raised more than $400 million in venture capital. He most recently was chief commercial officer at Terawatt, an EV charging developer for Class 8 trucks. He began his career in logistics management with the U.S. Army.
Why Mariner Built the Sentinel Protocol
Sentinel Protocol, Mariner’s multi-source carrier and driver verification standard, started as a cargo security requirement rather than a legal one.
“We have some work today that we focus on in high-value, high-security freight. And because of that, we built Sentinel because it’s just a requirement,” Turner said. “When you’re dealing with cargo values in the millions, you need to have a real protocol for how you handle chain of command.”
The standard applies to every shipment Mariner coordinates, and it asks for more than a Federal Motor Carrier Safety Administration rating pulled at booking. “It’s not just a check-in and FMCSA safety rating,” he said. Sentinel timestamps due diligence across the life of the load rather than at the point of sale.
Where Automation Ends and Human Judgment Begins
Mariner scores carriers and lanes continuously rather than once at signup. “We’re pulling live data from multiple intelligence sources. So a carrier or a lane isn’t scored once and forgotten. It’s a constant update,” Turner said.
Automation handles the volume but it does not handle the judgment.
“The vast majority of the qualification process that we have today happens without a human touching them, but then there’s a really meaningful portion where a person has to sign off. And that stuff matters,” he said.
A second investment, the Vibe Engine, is an artificial intelligence layer built with Vibe Software that plugs into shippers’ existing systems to automate spot procurement and carrier matching. Both feed Mariner Live, the company’s visibility platform.
Inside Mariner’s Trucks, Warehouses and Managed Transportation
Mariner counts more than 300 owned tractors, more than 800 owned trailers and 1 million square feet of warehouse space. Turner said the tractors run through sister company Gulf Relay, a Clinton, Miss.-based carrier founded in 2010, and put the Dallas/Fort Worth warehouse footprint at 1.5 million square feet.
The warehouses are not a side business. Mariner serves healthcare, financial services, manufacturing, retail, government and technology clients, and Turner said the freight mix runs toward heavy industry.
“We support a variety of industries from manufacturing, industrial goods, aerospace and defense. We have some work that we do with the data center space,” he said. “For us a differentiator is the combination of the assets and the real infrastructure on top of our technology.”
Mariner also coordinates more freight than its own fleet can haul, which leaves the majority of its loads on third-party equipment. “We guarantee that discipline because owning some of the network just doesn’t let us off the hook on the rest of it,” Turner said.
What Montgomery v. Caribe Changed for Carrier Vetting
Then the legal ground moved. The Supreme Court ruled unanimously on May 14 in Montgomery v. Caribe Transport II that federal law does not preempt state negligent hiring claims against freight brokers, erasing a preemption defense the industry had leaned on for years. A Dallas County jury followed with a $604 million verdict that assigned C.H. Robinson 23% responsibility.
For Mariner, a protocol built to protect cargo turned out to generate the records a courtroom wants.
“The courts are now asking what you knew, when you knew it, and what you did with that information before the freight ever moved,” Turner said. “So that snapshot alone doesn’t answer those three questions.”
The practice most exposed is the one-time check. “For a long time courts let that hold up,” he said. “Those one-time checks, that’s going to be very difficult to hold up right in front of a jury.”
Turner framed the industry’s gap as a function of scale rather than effort. “When you’re moving thousands and thousands of shipments a day, you’re trying to grasp the economies of scale with the technology and the team, but there’s a lot that can fall in between the cracks,” he said. “I do believe it would be challenging for the majority to deliver that type of documentation if asked today.”
Sentinel Protocol is a product Mariner markets to shippers. The brokers’ own trade group has made a version of the same case: the Transportation Intermediaries Association petitioned FMCSA in June for a federal carrier selection standard, telling the agency that brokers face an “untenable burden” judging safety with “potentially suspect data.” More than 90% of authorized carriers operate without an FMCSA safety rating.
What the New Mariner Logistics CEO Plans Next
Turner inherits a market that has turned. ACT Research’s most recent June For-Hire Trucking Index put its Freight Rate Index at 70.2, among the strongest readings in nearly 17 years, with driver availability near a five-year low.
“All of the industry has gone through a really troubling four-year deflationary cycle, and we’re out of it today, but it’s not without its own challenges,” Turner said.
What he wants shippers to take from the transition is that the pieces report to one screen. “If it’s in our network, if it’s in an external network, if it’s in our facility or if it’s in another facility, they get the same visibility and transparency throughout one platform, and that’s called Mariner Live,” he said.
“I want them to know us as a great commercial organization that we do what we say we’re going to do,” Turner said.
