AAR launches freight rail research consortium 

MIT, Berkeley, Rutgers, Illinois collaborate on economic, policy and technology research

The Association of American Railroads has launched the Freight Rail Research Consortium, a strategic network of academic partnerships aimed at bolstering the industry’s long-term analytical and research capabilities. 

The AAR-led consortium will leverage data-driven insights and policy analysis to strengthen the future of the North American freight rail industry.

Consortium members are the Massachusetts Institute of Technology, the University of California, Berkeley, and Rutgers University. Additionally, the association is expanding its deep-rooted partnership with the University of Illinois Urbana-Champaign, creating a unified platform to tackle the economic, operational, and technological shifts facing the industry.

“Industries don’t remain competitive simply because they invest in physical infrastructure. They also invest in ideas, research, talent, and institutions that continuously improve how they understand and respond to change,” said Rand Ghayad, senior vice president, Policy & Economics and chief economist at AAR, in a release. “As freight rail approaches its 200th anniversary next year, this initiative reflects AAR’s longstanding commitment to building a strong intellectual foundation for the industry’s next 200 years.”

Ghayad emphasized that by uniting university scholars with industry experts, the consortium is preparing the industry to anticipate global changes and inform smarter public policy. Despite its role as a critical pillar of the U.S. economy and global supply chain, freight rail economics and infrastructure investment have historically remained understudied in academic circles. AAR’s new initiative aims to fill this knowledge gap, fostering a deeper understanding of the industry’s essential role in modern commerce.

A comprehensive research agenda

The research portfolio supported by these partnerships is broad, addressing the complex challenges that will define the future of transportation. Key areas of focus include:

  • Rail economics and freight transportation markets 
  • Supply chain resilience and system performance 
  • Infrastructure investment and economic growth 
  • Freight demand, productivity, and competitiveness 
  • Transportation policy and regulatory issues 
  • Trade, industrial development, and freight flows 
  • Emerging technologies and innovation 
  • The economic value of freight rail to businesses, consumers and communities 

Each university brings a specialized set of skills to the consortium, creating a multi-disciplinary powerhouse for rail innovation:


MIT Mobility Initiative: Focusing on supply chain resilience and the efficient movement of goods through an interdisciplinary lens;

ITS, UC Berkeley: Analyzing freight demand, transportation economics, and the broader value rail delivers to the national economy;

Rutgers Rail and Transit Program: Exploring rail policy and the integration of artificial intelligence to enhance safety and industry performance;

RailTEC (University of Illinois): Advancing long-standing research in engineering, operations, safety, and workforce development.

Beyond individual projects, the consortium serves as a catalyst for engagement. Through workshops and ongoing dialogue, AAR is building a community where researchers, policymakers, and industry leaders can exchange insights. As Ghayad noted, a stronger body of research ultimately leads to better decisions, ensuring a more competitive freight transportation system for decades to come.
